Details

The Little Lake Butte Des Morts (LLBDM) Watershed drains to the Fox River beginning at the outlet of Lake Winnebago (Neenah & Menasha dams) to where the Appleton dam is located, which holds back the Fox River to form the impoundment. The 44 square mile (113 square Kilometers) watershed includes many unnamed tributaries to the Fox River as well as one named stream, Neenah Slough. The Little Lake Butte des Morts Watershed was added to the Lower Fox River Basin in 1995, when the basin and watershed boundaries of the Upper & Lower Fox River basins were revised. Modifications were made to the boundaries to show correct drainage to Lake Winnebago and to the Lower Fox River Basin. The Little Lake Butte Des Morts ranked as a High priority for streams under the Nonpoint Source Pollution Abatement Program basin plan ranking process. The watershed's land area is almost entirely within Winnebago County with the remaining small percent in Calumet County. The watershed also includes the cities of Neenah, Menasha and the southern edge of Appleton. Many of the small, urbanized unnamed tributaries to LLBDM are severely impacted by stormwater runoff via storm sewers and direct runoff. Many industrial and municipal dischargers are located within the basin. Agriculture is the predominant land use in the outlying areas of the watershed. Many of the unnamed streams have been ditched and are heavily impacted by stormwater runoff. There are two municipal point source dischargers and 15 industrial point source dischargers in the Little Lake Butte des Morts Watershed: Grand Chute Menasha West, Neenah Menasha Sewerage Commission, American National Can Co. (2 facilities), Beloit Manhattan Inc., Galloway Co., James River Corp. (Fort-James) (2 facilities), Kimberly Clark Corp. (3 facilities), Mead Corp. Gilbert Paper Co., Menasha Electric & Water Utility, PH Glatfelter Co. Bergstrom Paper Div., US Papers Mills Menasha and Wis. Tissue Mills.

Ecological Landscapes for Little Lake Butte des Morts Watershed

Ecological Landscapes

The Southeast Glacial Plains Ecological Landscape makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression.

Silt and nutrients comprise the most abundant pollutants in this watershed. The major river channels are affected by siltation, which reduces the fish habitat and increases the severity of flooding. Little Lake Butte des Morts (LLBDM) is also affected by sedimentation and algal blooms. Sediments contaminated with PCBs in LLBDM is a large problem. Deposit "A", is located on the upstream (south) end of Little Lake Butte des Morts. The deposit is mapped to be 43 acres in size, averages 2-3 feet in thickness and contains 1500 pounds of PCBs (Turville-Heitz 1992). Remediation efforts are ongoing to remove the PCBs from the system. Refer to the Little Lake Butte des Morts narrative for detailed information on the remediation process. Routine fish monitoring identified high levels of PCB in fish from LLBDM. A Fish Consumption Advisory exists for LLBDM and the Lower Fox River. Additional monitoring will be conducted to determine trend levels of PCBs and mercury to update the Fish Consumption Advisory. Presently, the fish consumption advisory splits the Lower Fox River into two sections, Little Lake Butte des Morts to the De Pere dam and the De Pere dam to the mouth of the Fox River. Collections should continue to occur in both sections of the river. Walleye, northern pike, white bass, yellow perch, white perch, smallmouth bass, channel catfish and carp should be collected in the section of the Fox River from LLBDM to the De Pere dam. Walleye, northern pike, white sucker, white bass, white perch, yellow perch, smallmouth bass, channel catfish, carp and sheepshead should be collected from the De Pere dam to the mouth of the Fox River. Monitoring in the above two reaches of river will cover fish populations in watersheds LF06, LF04, LF03, LF02 and LF01. The last remnant of a northern pike spawning marsh is located along the inside (west side) of Streobe Island. Northern pike is an important predator species and this spawning marsh should be protected from future dredging or fill (Meyers, 1998).

City Of Neenah: City Of Neenah-Arrowhead Park Rapid Respons: The City of Neenah proposes to control Phragmites within the city's Little Lake Butte des Morts Park property - Arrow Head Park. These control measures will take place during the period of 2011-2012. The project elements and deliverables are specified in the City of Neenah's Aquatic Invasive Emergency Response Grant application dated 9/14/11. The project includes conducting pre- and post-treatment monitoring. Results will be illustrated using GIS software andaerial photography. Herbicides will be used to control Phragmites.

Annual progress reports anda final report summarizing the project will be provided to DNR. Any publications produced as part of the project will incorporate the "Stop Aquatic Hitchhikers!" brand. If a consultant is to provide the final report, it is recommended that the Grantee provide the DNR Aquatic Invasive Species Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR will be provided bothpapaer and electronic .pdf copies of the final report along with, or prior to, submission of grantee's finaly payment request.

City Of Menasha: Hlr - Banta Point/Lawson Canal Shoreline Restoration: Partnering with property owners, the City of Menasha is sponsoring a grant to implement best practices from Wisconsin\2019s 2019 Healthy Lakes & Rivers Action Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to program fact sheets, technical guidance and the grant application.
All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in the special conditions at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required. The Department may perform site inspections and/or monitoring to ensure project success.
Deliverables include: a project summary including data requirements, pre/post photographs, and confirmation of completed design work and landowner contracts. A Healthy Lakes & Rivers Example Report is available to assist you.
Special conditions: Project management and technical assistance cash costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction. Projects required for regulatory compliance purposes, including shoreland mitigation projects, are not eligible for reimbursement. The Healthy Lakes & Rivers logo should be used for promotion and publicity and DNR recognized as a funding source.
The grantee may request a one-time cost amendment and a one-time time extension. The grantee must notify the department if they wish to add or subtract practices to the scope of this grant agreement.

This project promotes nonpoint source best management practices to contribute to the restoration of Wisconsin's waters and was funded by the 319 grant. Storm water planning activities will be undertaken by the municipality and will result in the following products: updated construction erosion control ordinance; updated storm water ordinance for new development and re-development; other updated ordinances that affect runoff from the developed urban area; updated storm water management plan for the entire developed urban area; and a new storm water management plan for new development.

The Hardies Creek TMDL is a product of a partnership between the Wisconsin Department of Natural Resources (WDNR) and the Galesville-Ettrick-Trempealeau High School (GET) Science Department. In 2004, the WDNR provided funding, through a local water quality assistance grant to GET, to support supplemental data collection for the development of the TMDL. In coordination with WDNR field staff and under the direction of Mr. Jon Johnson (GET Science Teacher), students monitored habitat, macroinvertebrates, and water chemistry and assisted with fish electro-shocking in Hardies creek. Some of the information collected by students with WDNR supervision was used in the development of this TMDL.

Little Lake Butte des Morts WatershedWatershed History Note

Little Lake Butte des Morts is a lake in Winnebago County, eight miles north of Lake Butte Des Morts. It is part of the Fox-Wisconsin Waterway and receives its inflow from a short segment of the Fox River which drains from the north end of Lake Winnebago around Doty Island. The north end of Little Lake Butte des Morts becomes the section of the Fox River that flows into Green Bay. The southern half of the lake is located within the cities of Menasha and Neenah. The name "Butte des Morts" was given by French settlers and means "Hill of the Dead", in reference to a nearby Indian burial mound. French archives state that in 1716, over 8,000 civilians and over 500 soldiers lived within the fortified walls of Little Lake Butte des Morts. In 1716, during the Fox Wars, French expeditionary forces laid siege to the fort, in the battle of the Siege of Little Butte des Mortes. Most of the Native American inhabitants were massacred. Similar events occurred in another siege in 1730.
